VOTE NO ON ISSUE 32
Here is how Issue 32 will appear on your ballot on November 5th:

Proposed Zoning Amendment Village of Orange

A majority affirmative vote is required for passage.

Shall the Zoning Map of the Village of Orange be amended to change the zoning classification of certain property, currently known as the "New Song Church" property, located at 4799 Lander Road, which includes permanent parcel numbers 901-35-006, 901-35-011, and 901-39-036 (also known as West Fairview Dr. Unit: Rear), from its current U-1 Single-Family Dwelling District into the S-1 Special Residential District?

The proposed rezoning in Issue 32 will have drastic consequences for Orange Village. If changes to density requirements and lot size provisions are approved, a precedent will be created allowing future developers to demand similar concessions in Orange Village. Legally, we may be obligated to follow the precedent this rezoning will create.

If Issue 32 were to pass, there is a proposed development to place 16 homes on 13 1/2 acres. Most home sites will be under an acre.

Residents who formerly enjoyed views of woodlands and natural open space will now instead see clustered homes, personal yard spaces, lighting, noise and air pollution. 

No study has been done whether the proposed rezoning will result in net financial gain to the village. Having additional home sites, the village will require additional resources.

The new development proposes to install a sewer system, which will require the building and maintenance of a pumping station. Ohio EPA is working towards having existing homes on septic connect to viable sewer systems when they are installed in new areas.

Neighbors for Preserving Orange hope that like us, you love the qualities that make our village such a great place to live. But know that what you cherish can be changed suddenly, drastically, against your will and values. Should this issue to rezone pass, our village will begin to look more like a city.

Why Should You Vote No to Issue 32?

We are not against developing property, for new housing or otherwise. But GOOD zoning takes into consideration what kind of construction (and use) is appropriate where, preserving an area's character  and identity. The "core" of Orange Village has historically been zoned with open, spacious lawns and wooded yards maintaining separation and privacy between homes. The development proposed for New Song would change that effect drastically. But first it requires rezoning sought through Issue 32.

When you cast your vote on Issue 32 consider the following:

Preparation of a new street, infrastructure, and building lots will destroy 60% of the existing mature trees and green space.

Despite assurances to the contrary, rezoning this property in the heart of the village sets a precedent for future rezoning and more high-density development where it is not wanted.

The developer proudly declares that each of the new homes will be valued over a million dollars. Mayor Jud Kline says this concept "fits the neighborhood very well" (Quoted in the Chagrin Valley Times, September 26)

We say NO, it does not fit the established neighborhood character, identity, or values at all.
